Llewelyn-Davies Sahni was retained by the City of San Antonio Aviation Department to study the land use and development opportunities on land surrounding the airport. Also included was the identification of candidate land parcels for acquisition and development of a process for orderly development attracting appropriate commercial and residential uses.

The study included identification of compatible and non-compatible uses based on FAA criteria. This general aviation airport is the second oldest in the United States with about 200,000 annual operations.

The airport is situated close to Mission San Juan, a national shrine managed by the National Park Service. Managing noise and functional conflicts through land use controls was the primary task undertaken by the firm. Land uses planned around the airport included: hotels, retail, industry, recreation, military functions and residential.

Study tasks also identified and proposed recommendations for preparation of new regulations and other actions that would enhance the safety, compatibility, and usefulness of land in the immediate vicinity of these airports, while accommodating growth needs.
