L-DS was commissioned by the City of Houston Parks & Recreation Department and the Harris County Flood Control District to create a Master Plan for HPARD Keith Weiss Park. The Master Plan achieved three goals:
- Reorganize and enhance the park’s existing activities
- Redevelop the park to accommodate temporary storage of flood waters from Halls Bayou
- Create additional opportunities for active and passive recreation
L-DS responded with a plan which included: analysis of existing foliage; identification of areas that were candidates for creation of online and/or offline flood water storage, expand picnic areas in softer, more natural settings, creation of areas for active sports and creation of access to the park from adjacent neighborhoods to allow for high pedestrian activity. The Master Plan was programmed to provide 700 acre-feet of flood water storage.
