The designated site was in the heart of East Downtown (TIRZ 15), with the site of EaDo Bastrop Promenade located south of the BBVA Compass Stadium, and north of a proposed park. The site was programmed based on the following criteria:
- High pedestrian access from the north end of the promenade
- Maintain a clear view corridor down the length of the promenade
- Keep certain existing buildings for reuse or redevelopment
- Use of bio-retention cells, bioswales, rain gardens, and subsurface stormwater harvest
The project scope was proposed a mixed-use development on either side of the promenade. The existing buildings were redeveloped into an international market with views and access to the promenade. Interior service yards would serve both the existing and proposed buildings. The mixed-use development uses higher first-floor heights for retail/restaurants/cafes, with residential on higher floors. LID (Low Impact Development) makes it possible to allow for 100% development to occur on each of the blocks adjacent to the promenade.
